tiller position to start engine

I have a Johnson 1993 3 hp Model J3RETB. Please help me with two items:

1. The tank water is turning almost black on the surface from trying to start this little engine. Probably the oil in the fuel. I have new drive fluid, new impeller and new gas filter. Also fresh gas with (red) OMC oil. With the engine not running only turning over, why the discharge?

2. How do I determine the position on the tiller to start,stop and shift? I start this little baby up and it goes too fast and I get a bit concerned not knowing which way to move the tiller control.

turning the handle counter clockwise is faster.

Can I start it in the slowest position? Do I need to concern myself with Starting in the right spot or can I start anywhere as long as it is slow? What about taking it out of neutral?
