Can't say specifically for a 25 hp, but i did a 60 hp Johnson a few years ago. First the easy stuff. You will need to build a console for the helm control. The one I did I built out of wood and covered it with carpet. I attached it to the floor with aluminum angle stock. From there you add the helm control which is pretty easy. You need to measure for the cable length and the manufacturers have instructions for this. The motor is the difficult part. For the ssteering you need to remove all of the tiller components. I had to get a new tilt tube as the one on the motor I did was not made for attaching the steering cable. From there you need the link that goes from the end of the cable to the motor. Steering done. Now the throttle and shift. You will need to buy a side mount throttle control for a Johnson. I got one off of e-bay. Also need cables for throttle and shift. At the motor I had to change the shift bellcrank. If i had done it with manufactured parts it would require removing the power head from the motor and replacing. I myself made an adapter bellcrank that bolted on without removing the power head. However, The 60 hp I did was virtually identical to the 70 hp I had on another boat, so I was able to compare to get the geometry right. Once all that is sorted out you hook up the engine controls and adjust them and you are good to go. The easiest way to do it though is to sell you motor and buy another that is already set up for remote steering and throttle/shift. The conversion isn't what I would call difficult for someone comfortable with taking things apart, but if that isn't you then I would recommend getting help either professionally or from someone experienced. Or just sell the boat you have and buy one already set up for remote steering.
