Tilt and Trim leaking down

Hello, I have had a used tilt and trim installed on a mercury 15 hp 2002 bigfoot. It wont stay up and slowly lowers itself to the down position. There appears to be no oil leaking on the unit. Could it be just low on fluid? If so what type of oil should be used? Automatic transmission fluid or power steering fluid or engine oil?
