Tilt and trim not lifting motor

We can hear the trim/tilt motor going but the boat motor doesn't get lifted or downed.
Any input is appreciated. thanks.

First thing to do is check the oil level in it. Loosen your manual tilt screw, pull it up to full tilt and then check the oil level.

Is the manual tilt screw the one seen at the bottom of the motor?

The screw I can see from the pic looks like the fill plug for the reservoir. The manual release screw should be down on the bottom.
