tilt and trim problem on evinrude moter

i have a 1985 110hp Evinrude. the tilt seems to be working fine, but the trim will not adjust while the motor is pushing the boat along. i checked the fluid level and it is full with no visible leaks. any ideas what the problem might be? thanks in advance.

Do you hear the pump run? If not, clean ALL the contacts in tilt trim junction box. I used emery cloth.
