Tilt and Trim problem

Hello everyone i am a new boat owner and i am having an issue with my tilt and trim pump. i have it all hooked up and all it does is click when i want to go down or up. i do not have the limit switch or the trim sender. are these 2 devices required for the pump to work? and where do i start to troubleshoot the problem? thanks in advance

its a 3.7liter 470 mercruiser inboard and a mercruiser alpha 1 outdrive.

ok i haven't done the troubleshooting guid just yet....but i took off the reservoir and the fluid is milkshake looking i know this is an indication that the fluid has water in it. my question are these.....what type of fluid do i use? and will this not allow the pump to run? should i put new fluid in before i go through the troubleshooting guide.
