Tilt and Trim problem

89 - 70hp Evinrude. I raised the motor up after the winter storage. It went up and I stopped it to hook up the transom saver. When I went to let it back down nothing. Now it wont go up or down. 1 of the solenoids just clicks, the other buzzes. I got a test light and I have power everywhere. The only thing I can figure is that the motor is bad or froze up. Need some help on this one.

Check and recheck all connections.<br /><br />You may try switching the relays to see if you can reverse the direction.
