Tilt and trim Question

I have a 1997 Mercruiser 3 liter. The trim is in the up position and will not go down. The pump tries to work in the up position but only clicks when I try to let it down. I hate to start just replacing parts so I ask, does anyone know enough about the trim to give advice on how to test the selnoids or could there be another reason it's not working?
Also there is a small tank on the side of the engine that says grea case lube...what fluid does that tank need?

Most likely it's a bad solenoid, but here is a link to download the OEM service manual, go to section 1C for detailed troubleshooting procedures and wiring diagrams.

Ayuh,... Remove the wiring connections, sand, 'n clean 'em to shiney metal, 'n reinstall...
Probably just corrosion....

Whatever outdrive Lube you've been using...
