Tilt and trim trouble

On my 1989 evinrude 60hp the trim switch on the motor only works for up not down. The one on the console shifter works fine. Is there a fuse or something on the motor. I followed the wires back at the motor and they look to go behind two square looking fuse blocks. Please let me know if this is where I should start my troubleshooting or if there is something else to do first.

If either switch makes a connection in any direction the fuse is OK. Unplug the green and blue wire from the switch on the motor and reverse them. I'd bet it only works down and not up now. That means the switch is bad.

Since the console switch works fine in both directions that means the relays are OK.
