Tilt and trim won't go all the way down

I've got a 55hp evinrude just done a lot of work new switches etc..the tilt trim works fine up and down except at the very end of going down it just stops less than an inch shy of the end which stops the leg about 150mm off transom..I haven't had a chance to get it in the water as yet I was hoping it would push itself closer under throttle but is there a way I could fix it before I go out..it's had new hydraulic oil put in and I've ran it up and down checking the oil but no difference..is there a way I can empty and flush out the lines with fuel or something..any ideas please

What year?
On my 1982 60hp the oil needs to be checked offwhen fully lifted.

It a 1969 55hp evinrude..it goes all the way up and right down but not far enough or it to be parallel with the transom
