Tilt gear loose on old Volvo

I have an old Volvo DP 290. I noticed the tilt gear track that is attached to the steering hub is very loose. Obviously one end is easily accessible and I assume can be tightened. Is there a way to get to the other end of the track the gear is on? Should I use some type of loc-tite or something to prevent this from loosening again?

its held in place by a plastic screw on one end only.

it does move a bit (actually designed to)

if the plastic screw is tight, your good to go.
