tilt light stays on

I have a 1985 AQ125 with a 270 outdrive. The tilt control box has two long Allen screws going through it, but they don't screw into anything. Something is missing. The control box is loose on top of the shaft. If I push the box down when the outdrive is down the light goes off. What are those long Allen screws suppose to screw into to attach the control box to the top of the shaft?

Where the screws protrude through the bottom there is a raised area on the tilt housing, 2 nuts go under the raised area to hold the housing down.

I envisioned a u-shaped flat piece that would go under the raised part, with a couple screw holes in it. It seems kind of hokey to just have the edge of the nut go under it. But in the book the only thing I saw was a nut. Okay, thank you very much Kenny.
