Tilt motor only goes in one direction 20HP mercury

motor goes up fine , when I press the down button the(down) relay switch clicks but motor doesn't go down. I try swapping relay positions around , then motor goes down fine but the (up) relay switch clicks and motor doesn't go up. I bought a new relay switch with no improvement! same pattern!

Try changing the other relay instead, The relay that's clicking is probably not the one that has the problem.

I think both relay's are clicking if i understand "relay switch clicks" right, maybe not. But if so, it's perhpas that one relay's contact's are burn't/pitted open, it still can click and not work........It's common, probably good idea to replace both while your there. Murphy's work is never done ya know....
