tilt motor only works going down!!

I've got an'86 90 hp mercury and the tilt motor will only work going down. Not a click or sound when trying to raise. And now its stuck all the way down. any ideas and is there anyway to raise the motor so it can be trailered for service? Thanks

swap out the trim tilt relays & see if the problem moves
