tilt on a 15hp murcury 4 stroke

I recently baught A used 2003 15hp murcury 4 stroke. It's a tiller and has an electric start. For the life of me, I can't figure out how to tilt the motor to trailer the boat. I see a lever by the shallow water drive, but it dosent seem to do anything. I know it's basic, but it has me stumped. Any ideas?

Make sure the motor is in neutral.Push down on the shallow water drive handle and tilt the motor up.A block of plastic should snap up and engage the trim pin to hold the motor in the tilt position.To lower,pull the shallow drive handle up,tilt the motor to allow the block to release and it should be good to go.Hope this helps.If it dosen't work,your linkage could be broken or out of adjustment.My motor is a 25EH which should be similar.

My 2003 9.8 Merc 4 stroke has to be in Forward to tilt. Neutral or Reverse it's locked down.
