Tilt problem 2006 60hp big foot

The problem started with hitting the tilt switch and nothing happening. Keep hitting the switch and it would work. It got worse over time and now wont work at all. This motor also has a tilt switch on it. Neither works now. I took off the cover and can hear the solenoids click when the switch is pressed. There are 2 solenoids 1 for up and 1 for down. Each clicks when the appropriate button is pressed. I can see 2 wires coming out of the bottom of the top end and going down into the mount. I don't see anything wrong with the wires. The motor is down. I cant figure how to raise it. The only lever I see on the mount seems to be a lock out to keep the motor up once it has been raised. I cant see the tilt motor at all with the motor down. I'm stuck and don't know what to do from here. The switches work and it seems unlikely that both solenoids are bad. Any suggestions?

I did some on line research. I found the release screw so I can raise the motor. However this is a pontoon boat in the water. I dont own a trailer. The release screw is under water. 1 of the videos I watched said fluid may leak out when the screw is loosened. Should i be concerned that water may get into the lift system if I loosen the screw while under water?

Another site I read said the the lift won go up or down if either if the solenoids are bad. Does anyone know if this is true? It also said just because I hear the solenoid click does not mean the the solenoid is good. Should I just replace both solenoids or is there a way to test them?
