tilt release

I have a '92 DT 115 Suzuki. Power tilt motor is rebuilt, but still can't get system to work-leaks, etc. Decided to wait until next winter to repair. Meanwhile, I would like to tilt motor out of water manually. Tried loosening release screw at bottom of tilt motor unit, but still can't get motor to tilt up more than 2-3 inches. Could it be hydraulic pressure stopping the motor? I can't see how this could be since the pistons have no pressure on them when you tilt manually. Or is there something else? Interestingly enough, the manual release screw doesn't seem to have any start or stop position, but just spins freely as much as you want in any direction. Any ideas anybody?

I just had this problem today, and I didn't have the manual release screw opened all the way. I ran the screw all the way closed and open a couple times since I'm sure its never been operated before. I also used a wrench assist, but be carefull not to strip the slot....
