Tilt slowly falling

Hey all.
Not super experienced with boats but I am mechanicaly inclined.
I have a 95, 150 horse mariner. Efi magnum.
Tilt is dropping on all three lift cylinders. No visible leaks. I installed a new relief valve kit, topped up the fluid, and it is the same. It goes up hard and fast and always works, but it will not stay up.

You can hear the fluid seeping by something inside while this is coming down. Just barely.

What do I do now?

Well, since it's all cylinders - I'd say it's not the cylinders but something common to all. Check your parts list diagram. There should be a valve solenoid in the system to raise the engine. Check to see if it's accessible and if you can remove disassemble and clean. Or even better - if the valve is not expensive I'd just replace it. Kinda depends if you can access the valve and the replacement cost.
