Tilt/Trim Bleeding Down

Hi Everyone!!
My son just purchased a 1996 Starcraft Tournament 180 with a 115 4 cyl Merc on it. Engine runs great with good compression numbers but the tilt/trim bleeds down and I'm getting ready to rebuild the unit. I checked on the Merc parts page and found the following kits, 809873A1 - Valve Kit and 809875A1 Manifold kit. Are these the only parts I need or is there something else I need to order?

Wow!! After doing more searching and finding the new part numbers it appears these kits are very expensive and not sure the son can afford the kits!! Since I haven't got this unit apart yet I'm wondering what parts I actually need to repair this issue. Tilt/trim works fine and sounds good with the exception of the bleed down issue! What part of this manifold controls this? And, is there anything else I need to look into while in this unit?
