Tilt/trim clicks but does not go up or down.

Another project on this 88 bayliner with 88 125hp force. It has a power cmc tilt/trim. It was working the last time the boat got put up about 2 years ago. I went to get it all working and the switch was froze up. I replaced the switch and now I have a click sound coming from the back of the boat but it's not moving up or down.
when I press up it clicks and acts like it will move for a split second and then nothing. When u press down it just clicks.. it acts like it is seized up or something?
any ideas on where what to check first? Or how to take the load off of it so I can move it manually? I watched a bunch of videos and they all talk about a flat head screw which mine does not have. Thanks

Ok someone smarter than me please explain how this is even possible. I removed the 2 relays that the green and blue wires were connected to in order to jump them and see if the motor worked. I put a jumper wire in the relay slot with the green wire and connected it to the negative. Then put a jumper wire in the relay slot with blue wire and touched it to positive.. got sparking and wire got hot but nothing happened..
sooo i pulled the jumper wires out and though while I had the relays disconnected that I would try the switch and see if I still got a clicking sound... and the tilt/trim worked...
so with the relays connected the tilt/trim didnt work but with the relays disconnect the tilt/trim works.. how is that even possible?
I'm not complaining and glad to see them working but just think it's crazy that it works with no relays connected

I didn't think that system had relays
l'm sure someone will correct me if l' m wrong

that is basically the same as a Chrysler, which dosen't use relays,
When you forget which wire does what...think green for grass ( down )
blue for sky ( up )

The flat head screw?? You won't find that on the Force T@T
That's a pressure release used on the other major brands.
To release the pressure on the Force, undo the front hyd. line.
Be careful as the fitting can strip easily.
Tassie your wrong. They started using the relays when they started painting the motors blue(97).

If my memories right(sometimes it is, sometimes not) you can touch one wire to the hot lead and then the other to ground.
Blue to hot should raise the motor. Green would lower.

There are 2 systems at use here.
The OEM (blue)from Force is the T@T by Prestolite.
Then the CMC is to lift the motor for shallow water running.
