tilt/trim gauge not working

I have been sorting some things out with great help from you guys here. On my 1990 Four Winns Sundowner 225 with 5.8L OMC w/ Cobra drive.

What sends the signal to the trim/tilt gauge that allows you to know the positioning of the drive? My gauge isn't working.

Any thoughts?
