Tilt/Trim gauge not working

Is there a way to determine if the T/T gauge is fried. It was working fine last season - I had trouble with the T/T earlier this season and ended up replacing the solenoid and checking/cleaning wiring connections in the "Black Box" which houses the solenoid and multitudes of wire connections. When I turn the ignition switch on the gauge needle appears to bottom out to full down and never moves. Any help would be appreciated. It appears to be the original OMC gauge in my '79 Glastron boat/ '77 Johnson 140 hp.

Could be the sender is bad. Disconnect the wires to the sender and using an ohmeter, connect one lead to each wire of the sender and move the lever. You should see the resistence move on the meter. If not, it's the sender.. If so, it's probably the gauge..
