Tilt/Trim Issues 90 Hp Yahama Outboard

I have recently developed problems with the tilt/trim function on my 2004 Yahama 90 HP 4 stroke outboard. I could use some advice on figuring out what the problems are due to. Here is a description.
At times when you try to adjust the trim the electric motor will run but nothing happens with the trim of the motor. I hear gurgling noises which I assume are from either fluid or air or both moving around the system. I see a slight oil leak at the top of the cylinder, on and around the plate where the shaft emerges. If the unit wil not tilt, I can get the motor to move if I make it go in the dierection opposite of the one I need it to go.
The problem is most pronounced when the motor is tilted the highest, the position used for trailering.
Do you have any ideas about what is happening here?
Do I have air in the hydraulics due to the leak?
Can the system be blead and topped up with fluid?
