Tilt/Trim - Mercruiser 3.0 Alpha One 120hp (1998)

I have a Mercruiser 3.0 Alpha One 120hp (1998) in my Renken boat. Motor starts and runs perfect, but tilt/trim will not work on throttle or dash (Trailer Trim?). When either button is pushed, there is a click and that is it. 12v going in and coming out of solenoid. If there is a click, does that mean the solenoid is good? What problems could this be? The motor has been well taken care of by previous owner and it doesn't look like there is corrosion. Any ideas?

corroded pos. or neg. to the pump. bypass the solenoids .could be bad internally.hold the trailer button in and strike the motor. if it starts working: gummy/dirty brushes.any starter/gen shop can rebuild it.
