Low fluid is not your problem, DIW.

When low on fluid it will trim up and not down.

You have a bad valve or seal.

You need a manual. Bottom of the page, Repair Manuals.

Good luck. :)

DIW,

I do not like to disagree with JB, however. I believe it would be in you best interests to fill/bleed the system and see how it behaves.

The fill screw is on the trim motor/reservoir and can easily be identified by its size-BIG.

Fill the system with the engine in full up position and cycle several times. Be careful to not overwork the system. Run it up and down about twice then let it rest for a a half hour or so.
