Tilt trim pump will go down but not up.

I have a 2006 searay with a 4.3L. The Tilt trim pump will go down but not up, I here the relay click but do not here the pump. I tried switching the leads to the pump, I figured this would check out all the external stuff. Still it will not go up, only down(when I press the up button after switching.

Is there anything serviceable in the motor or would I need a new motor on the pump?

using a jumper from the red wire at the pump, jump the red to green (down) and red to blue(up) If the motor runs in both directions, then the relay is bad.
