Sequence of events:

Wouldn't raise but you can hear trim motor working?

Lowered but not all the way..........OK

Wouldn't raise but you can hear trim motor working?

Wouldn't lower all the way down, hear motor working?

Boat has sat for a year prior to this test. Any thoughts?

Air in the system could cause these issues. Make sure the fluid is topped off and the system is blead. Rule of thumb, When you think its blead, blead it again. Also check the oring in the cap, if the ring is damaged or missing it can cause fluid to leak as well as let air and water in. Start there and see what happens.

I am decent with restore things but not outboard mechanical, so how do you bleed them

I guess I should have asked you what type of engine you have first. They can all be a little different. On my current Johnson with the fastrak tilt trim, the procedure is to lift the engine as high as it will go (if it will move at all) fill the unit until the fluid begins to overflow, and then screw the cap back on. Next cycle the engine down then up, fill again. Repeat untill you can't put any more fluid in. Then cycle the engine up and down at least five times, wait a few minutes, open the cap again and check the fluid level. I personally will cycle it again 5 times, wait, then open the cap again and fill if necessary. The wait period allows the air bubbles to dissipate.

Some motors may require you to do a similar procedure but with the cap loose as you cycle it. I am an OMC guy so you might want to look up the correct procedure for you engine if its not an OMC.

I've worked on OMC, Mercs, and Yamaha's, they all bleed the same way. Cycle the engines up and down. I've never seen where you cycle with the filler cap off.

Many engines have a manuel release to raise the engine by hand, then lock it up while you fill the reservoir.

When you first start, after about 2 or 3 cycles, loosen the fill cap and let out some air.

Usually the motor Trim has a filler plug on the top and the release plug is at about trim unit height there is also a lower plug for adding fluid to the O/D Go to the motor section and down load the photos there that show where the plugs are.

Bob, good tip with the manual release, and think your right I don't think any manufacturers recommend performaing the procedure with the cap off, but on OMC's with the conventional trim unit (not the FASTRAK) the OMC service manuals will tell you to do it with the cap loosened.

I just replaced my trim motor due to a bad brushes holder. The repair manual that I have for my application warns to only add/top-off fluid in the lowered position. I have a Prestolite style pump and motor. I drained all the old fluid since it turned into a milkshake from mixing with water. I added fresh fluid with a hose and a small funnel then trimmed motor up. I had a bad solenoid and was unable to release with the switch and used the manual release. Did this a few times and works like a charm. Picked up a new solenoid for the down function and now it works like a champ.

Thought:

Hows the battery?

I ask because I had issues with down on my tilt and trim and then had a dead battery (nice to know that I have a "warning" system on my battery :D). Charged the battery and now the tilt and trim up and down works fine everytime. Also mention it because it is "that time of year" at the end of the year when batteries are getting "low" on their charges...

Anyways, quick and easy thought if the bleeding doesnt work.
