Tilt/Trim Question for 83 115 Evinrude

I am having tilt/trim problems with my 115 evinrude. Goes down fine but either hesitates or wont come up at all. I am afraid I am going to get stuck with it down one day. You can usually work the switch back and forth several times and it will come up. I have run testers on the wires and it does get power. Would this be a simple motor failure?
Any advice?

First step is to top up fluid and bleed the air. Have you tried this?

I have not. I probably should take to the shop but was stuck with a $1700 invoice last year for wiring that caused more problems than it did good. When i called the shop back they had gone out of business. I am skeptic of repair shops now.
I have never worked on tilt/trim before and not sure where to start. I did pickup a tube of tilt/trim fluid and have on hand.
i'm not afraid of a wrench but this is out of my league. Can you guide me through the process? I am uploading a pic of the unit for reference.

Very simple.

You will notice 2 rams in your picture. The one on the left (port) side one has the trim motor behind it. Behind the one on the right (starboard) is the resevoir. On the front of that resevoir is a large slotted screw. That is where you fill. Remove the screw, top it up, then cycle it 5 to 6 times, back to the fully trimmed up position. Open the screw again and top it up again. Then cycle 5 to 6 times. Continue doing this until you can no longer add any fluid. What you are doing is bleeding the system of air, maximizing the amount of trim fluid in the resevoir.

Once you bleed the system as High Trim indicated, you can check two other items. The trim electrical box has a pair of solenoids inside, one controls the up movment, one controls the down. You can swap them and see if the trim functions better going the other way. If it does, I'd probably replace both solenoids and keep the good one as a spare. Also, it is possible that the trim switch in the handle is not making contact properly. You should be able to unplug it close to the control box and do a continuity test on it with a household voltmeter.

Ok, was able to bleed the system of air. Seemed like it was working a little better but went out this morning to try and there is still hesitation. When I pushed the trim up button I hear a click but no movement. I released the button and pushed again and it started working slowly (almost like a jerking motion) then it finally took off. Must be a bad connection somewhere. I will try emdsapmgr's advice now and see what happens.

Have had issues with my 88 evinrude t&t, broke elect. motor down cleaned brushes and worked fine, went to lake today motor started fine t&t working perfect backing off trailer motor died, now no power to motor or t&t. brand new battery perfectly clean connections. Any suggestions? Is there a fuse link somewhere between controller and motor?

Your 20 amp fuse at the starter is blown. Inside a rubber connector.
