Red flag, all the relays cant be bad/burned up at the same time.The motor should at least go up or down, then you swap relays to eliminate the bad relay.
Are your batterys fully charged, are all the fuses not burned up?
You could got to Sea-way marine dot com and enter your motors serial # to find your motor/parts list.
We have 2002 115hp four stroke efi, there is a fuse for T&T power, its to the left of the ecm,easy to check remove a plastic cover there brhind it.
