Tilt/Trim slowly falling back by itself

I have a 1996 Evinrude 130. If I park the boat for a 5-10 minutes with the motor lifted all the way up it falls several inches on it's own. I lift it back up and it falls again the same way. Falls may be the wrong word as it settles down, but I'm sure you get the point.
When I first bought the used package the marina replaced the manual release valve because they stated it was doing the same thing, which was 2 years ago.
I have the Evinrude service manual as well as the Seloc, but neither one tells me how to replace the manual release valve.
2 questions please:
First, is the guess that it is the valve again?
Second, is there something I could be doing to cause this to go bad so soon after replacement.

Have you tried opening the valve and colsing it several times. Sound like some debris is causing it to not seal properly. Cycle it several times and tighten it firmly. --Thats free - I've never seen two of these go bad on the same boat.

Is the pump or cylinder leaking?

If no the PT unit needs to be rebuilt - Thats not free. Try everything else first.
