Tilt/Trim won't raise lower

Hey Guys, would appreciate any help you could give me. Got my engine running for the first time this year. Its a 1991 Force 120 Outboard. Only problem is that the tilt/trim motor is not getting power/running. I can hear a click in the relays but am lost. I was guessing maybe the pump motor is dead. Any suggestions.

hotwire the trim motor to a battery. a riding lawnmower battery works great. if the motor doesn't spin when hotwired then it needs rebuilding or replacing.
