Tilt Tube& Mercury outboard serial number question

The steering ram on my Mercury 115 hp 2 stroke outboard is frozen inside the tilt tube. I'm trying to determine what year the outboard is using the 7 digit serial number (6093650) in order to purchase an after market steering package including a stainless steel tilt tube. Can anyone help figuring out what year my Merc outboard is and recommend a company that I can purchase a steering package from.

115hp inline 6 ser 6263656 is a 1983 you may want to try maxrule.com or wholesale maine.com

6093650 being the s/n he asked about comes up as:

115 115 6-cyl 6006834 6262960 1982 USA

Ed, Put a pipe wrench on that cable end and rock it back and forth. If it moves at all, put some penetrating oil on it and continue to rock and lube. Eventually it will work loose.

Heat will also loosen the steering cable end.
