Timer base quick start question

This is on the 88 Johnson 150 when I start the engine I choke it just once raise the warm up lever and it fires right up I back the warm up lever off and off I go. The rpms do not change from start till I take off. I always let it warm up at the dock for a min or 2. Should I need the warm up lever? Should I just be able to choke and start it while it idles up on its own? Are there any other symptoms of a bad timer base? The engine runs fine not missing or anything like that I have a mild cough at idle but this happened last year I pulled the carbs and resolved the problem immediately. Which is what I'm currently in the process of again this year and why I thought to ask about the quick start. I just replaced the r/r and stator to correct my charging issue should I have replaced the timer base while I was under there?

Your engine is functioning normally. None of the small bore crossflow engines had quickstart or SLOW in 1988. (was limited to the large HP 90 degree loopers only.) Quickstart first came out in 1989 when these crossflow engines went to the single power pack. (yours has two of the older type power packs.) Quickstart was not a timer base issue, it is internal to the power pack.
