Timing help 1998 5.7 GSI

My engine is I believe an MEFI-1 and a chevy EST distributor. I keep finding conflicting things about setting the timing on these engines. Here is how I have done it, please tell me if i did something wrong.

Warmed up the engine.
Set revs to 1k
Added jumper
Timed to 8 degrees advanced
remove jumper
Shut motor.

After doing that boat still isnt running as nice if it was prior as my buddy set it (not using base timing mode) to 6 degrees at idle. I should probably also say Im using a shitty harbor freight 29.99 timing light, which Im not entirely sure if its accurate. I have a new one coming this week. I did also see ate around 3k im getting 38ish degree advanced, which from what Ive reading I should be getting max 26 (not sure tho, because I read something else on here 36 should be my max)

The way your doing it should be fine but EST manual for MEFI 1 list

After warm with motor off connect jumper
Start rev to 1200 rpm
Adjust timing 8 BTDC
Shut down and disconnect jumper
Restart check idle/advance

Timing light should be fine even the cheap ones

Advance is always +/- a bit
26* + 8* BTDC = 34* so you should be fine
