This is a relationship issue and it depends not on the belt but whether you are talking about the crankshaft or distributor being one tooth off. If the crank is one tooth advanced in relation to the distributor, the timing is retarded and you will likely notice decreased performance -- unless you readjusted the timing to compensate. If the crank is one tooth retarded, the timing is advanced and detonation and possible engine damage can occur unless the timing is adjusted to compensate. Timing is always relative to crankshaft position so the belt has nothing to do with it. Its the position of the distributor relative to the crank position.
