timing wondering ???

I have a 1978 johnson 70 hp while checking the timing on the # 1 cyl noticed timing wondering severely ???, never quits firing just wonders where you cant even see timing marks what do you think might be happening. Power packs new, coils new, carbs cleaned and kitted, new rectifier- need help again

I have did this check, but it was before I put all the new stuff on should I do it again. Engine runs well at high idle been having all kinds of trouble getting it to run low idle checked comp very good , leak down good ,everything good just wont idle,like the book says it should when doing the llink n sync thought mabe this timing drift might have some effect , just one more thing Is there a pre set measurement on the timer base linkage thanks
