Manual for '98 Johnson 90 HP SPL says thermostat should be serviced when powerhead is removed. This makes me think I will have problems if I try to change thermostats without removing powerhead, which I do not want to do.
So what are the problems if powerhead is not removed? Does it have to be removed? Are there any tips and tricks to replacing thermostats without removing the powerhead. The reason for changing is: the discharge is always cool. The cylinders are always cool enough to leave your hand on them. So, I feel that the thermostats are stuck open for whatever reason.

I think you're reading into that the wrong way. They should be serviced when powerhead is removed, doesnt mean that you need to remove the power head to service the t stats however. Just remove the t stat housing if youd like to replace them. Watch out for any springs or parts that may pop out. What you will need is a new gasket and gasket sealing compound.

HighTrim, what I read is that it would be easier with the powerhead off. Therefor much more difficult to do with the powerhead in place.

If you look on the very top back of the cylinder head, you will see the thermostat cover. Inside the cover will be an o-ring, a spring and the thermostat. Piece of cake...

If you have a 90TSLEC the t-stat housing is between the heads below the exhaust cover on the back of the block.

If you have a 90SLEC the t-stats are behind the round cover at the top of each head.
