To choke or not to choke?

Ok. I just bought a 86 bayliner with a 85 hp evinrude dual carb outboard motor. I have a tendency to flood the carbs when trying to start. I see gas coming out from behind the choke plates. What is the best way to start a outboard motor? When should I use the choke? Also when tipping the motor up for transport after pulling the boat and letting it back down does the gas in the carb bowls flood the carbs contributing to my problem. Any help I would be grateful. Thanks

Starting cold...
Pump the primer bulb til firm
Give the motor a little throttle with the warmup lever
Push the key in to choke and turn to start
Keep pushing in til it fires over and stop pushing in as soon as it does
If it doesn't keep running, crank again without choking
If it doesn't fire, try again using choke

You shouldn't need to choke once the motor is warm

You might have to tickle the push-to-choke a little at first to keep it going when it's cold
