What is the model of the motor? Year is not important for servicing, but precise model/serial is critical. I believe you probably have a 4-stroke, as opposed to a 2-stroke. In the States, the only 4 hp Tohatsu/Nissan motors (as far back as 1999) were the newer 4-strokes. I'm assuming you have something like an MFS4A2.
Some more detailed symptoms would help. When you do get it started, does it run properly? Is there any problem with idle? If so, the low speed circuits in the carb may be fouled with varnishing deposits. That can usually be cured by a complete carb disassembly and a proper cleaning in carb dip, such as Tyme.
The most common no-start issue on these is poor fuel delivery or fuel that is contaminated with water. Does yours have only the internal gas tank, or is it setup for both internal and external tank? Is the fuel shutoff **** set correctly for the tank you are using? If running the external tank, is the primer bulb firm? Is the choke knob actually operating the choke butterfly on the carb?
