Tohatsu 20hp 4stroke high RPM miss

Just finished breaking in my new Tohatsu 20hp 4stroke. At WOT it misses or is on the rev limiter. I have it on a 120 lb Caribe C9 RIB. With me at 200lbs and my son at 70lbs it still misses. We are able to achieve 28.5 MPH once backing off the throttle so it doesn?t miss. I was hoping the Tohatsu Guru could confirm I'm on the rev limiter and not floating the valves. Maybe I'm under propped with the stock propeller?

Probabably hitting excess WOT RPM, and the ESG is engaging. Check it with a tach to be sure. You may need a steeper pitch prop for your rig.

Your over powered so its likely you are bumping up against the limiter when the propeller nears the surface.

Thank you Paul and Elvin for helping me to confirm. I'll back the throttle off for now till I can confirm RPM then get a different prop. Yeah, should be able to break 30MPH easily.
