Tohatsu 3.5A prop spins

Hello All,

I have a Tohatsu 3.5A. I can spin the prop without turning the motor when the motor is not running. When the motor is running, the prop will turn slowly, but it can be stopped with no resistance, as if it is turning only because the motor is vibrating. It does not seem connected to the motor. The water pump is puming water. I was given this motor and know nothing about it's history, but I believe there is no neutral/ forward gear selection..turn it around for reverse. Just start it and go. Is that correct?

In this model there's no neutral, forward gear selector, just turn around for reverse. With engine on, prop revs increases as throttle is increased, don't ask me how, there must be a clutch hidden somewhere ?

Replace the broken shearpin in the propeller.
