Tohatsu 6hp flooding out

I have a Tohatsu 6hp long shaft that is 3 years old. Have always done maintenance and the carb is spotless on the inside. I have never had a problem with this motor not starting by second pull. All of a sudden it has started flooding out on me. It will start easily, then after about 20 seconds it flloods out and dies. If I let it sit about 10 minutes then pull a few times to clear cylinder it will start right back up and then dies again after 30 seconds, again flooding out. When it does this I notice gas bubbling from 2 small holes on top of carburetor that do not have brass plugs or screws in them. Are these holes supposed to have something in them??? The maintenance manual does not show detail of these holes. I have cleaned carb out twice, changed out gas, changed gas filter and the spark plug. Keeps happening. Wondering if a screw(s) has vibrated out or mysteriously been removed??? We keep the boat at a marina. Would post a pic if possible but not so here.

What is your model? The 6A2 and 6B run different carbs. Regardless, you are likely seeing fuel coming out of the vent or idle air bleed jet. The problem is 99% going to be a bad or incorrectly installed needle/seat.

You need to clean the carburetor by soaking it in carb cleaner. There are aspects to the carb that are not visible.
