Tohatsu 9.8 four stroke corroded ground wire?

Hi Guys, I have a ground wire which has broken from corrosion. It runs from the tilt bracket into the lower unit casing. *see image. Can anyone tell me a) what this ground is for? b) What is it attached to? c) What is involved with replacing it. Any help would be greatly appreciated. 9.8 Tohatsu four stroke with manual tilt. FYI no symptoms.

All those type of wires are used to reduce galvanic corrosion. They ensure that every component has good continuity between them

Unable to see it clearly, but most have a screw/bolt on each end
Remove and replace wire
