changed plugs X3/cleaned carb,/new tanks/new lines/new bulb/installed wt. seperator/checked timing/checked firing/please help

How's the fuel delivery from the pump? What is the float setting? What is the timing at initial and WOT?

fuel pump is pumping plenty of fuel/don't know about float setting was very carefull when i cleaned it/checked timing last week slightly high,going to try another set of plugs champion this time/one more thing was using pennsoil small engine oil mix and switch to synthetic pennsoil and notice a white milky substance in carb, when running any ideas

"White milky" usually means infused water. That may be your issue. The best plug to run is the NGK BP7HS-10, either resistor type or not, depending on your preference and the local availability. You may want to check compression and have a look at the reeds -- while very durable, you could have a reed stop out of whack, or a slight crack in a reed.
