Too much oil

I know the boat had set for a little over a year before I got it, the reg sticker is only 2 years old so I believe it was running fine within the last 2 years.

The engine is a Johnson 115 fast strike 2 stroke it's a '96.

I seem to be getting too much oil in the mix, it has separate tanks for gas and oil.
It will start but it runs rough and doesn't hit on all 4 cylinders, and it produces lots of white smoke and it blows blobs of oil out of the exhaust

I pulled the cowl and there was oil dripping out of the front of the carbs. I also pulled the plugs and they were covered with oil.

Is there something on these engines that regulates the oil input that can get stuck wide open?
I'm fairly competent with 4 stroke engines but this is the first 2 stroke I have worked on.

Thank you I was suspecting a fuel side issue but couldn't figure why it would cause so much oil to be pumped to the engine. I also didn't know that the fuel supply being air tight was that critical. It gives me a direction to start while I track down a manual.

This is sounding more and more like a fuel line issue. Besides I always like to start with the simplest thing first. Time for some new fuel line, filter and plugs.

Well I went out and looked over the fuel line, looks like primer bulb and fuel line from the tank to the fuel filter was recently replaced.

The areas to inspect are anywhere the line is clamped, zip ties are no good.
Its an air leak, now just find it. :)
Pressurize the bulb and look for wet areas on all hoses at clamps.
