Too much slack in gear cable? '67 Evinrude V4 60 hp

I'm trying to eliminate the possible causes of problems in retaining both forward and reverse. The essential problem is that somewhere in the system there's not quite enough travel at times to move the outboard gear lever far enough forward and aft to engage both gears.<br /><br />I've checked everything between the shift lever with the control box disassembled and the outboard gear lever. <br /><br />The only possibility seems to be that there is about 4mm = 1/6" free play in the cable from movement inside the sheathing before it begins to operate anything.<br /><br />Is this acceptable or should it be tight with no room for internal movement?
