Too young for a steering cable?

I recently bought a 2008 Ebbtide 240Ztrak. 8.1 Volvo Penta DP. 230 hours and a Utah boat. Steering wheel is tough to turn, similar to a car without power steering.
I have no reservation replacing the steering cable but really feel it is to young.
No leaks, PS pump is quite and all other aspects seem normal.

Shall I replace the cable. I am looking for opinions, facts or referrals.

Disconnect the tiller, check to see what is causing the stiff steering before you buy parts
