Top carb on 1983 Johnson 70 has fuel buildup.

Finally got my 1983 J70ELCTE on the water and it ran great...very grateful.

There is 1 "issue" I am running into however. With the airbox cover off, there is a little fuel spitting out of the top carb where the main jet comes up through the inlet port. Its not a ton of fuel, but it does pool up in the carb throat and then drips down into the airbox. I'm not seeing this on the other 2 carbs. The engine idles smoothly and it sounds great/lots of power at WOT.
I cleaned and rebuilt all 3 carbs, meticulously set the floats, it has a new fuel pump, and I'm running new gas.
I'm wondering if a damaged needle valve/seat is a potential culprit? They are new, but "new" doesn't mean perfect.
I've attached a picture of where the fuel is coming from.

When I check the carb linkages, they appear to be in perfect sequence with one another. Again, no idle issues, its throttle responsive, starts up cold with no problems...its just the fuel building up in the top carb...when the aibox cover is off.
I obviously can't tell when its on.
I also realize that seeing a little fuel might be okay, but this seems a little excessive IMO.

Any input would be appreciated. Thank you in advance.
