Torque amount for flywheel nut - 65HP Evinrude

Does anyone know the proper torque amount for the flywheel nut on a '73 Evinrude 65HP engine? Model number is 65373R. I paid a guy to install a new stator but he used an impact wrench to reinstall the flywheel nut, which I think is improper.

Also, do I need a spanner wrench (or something similar) in additional to a standard torque wrench to torque the nut correctly?
