Tough to start

1979, 70hp Johnson Sea Horse.
This motor has most always started hard. Even when the plugs are new. After running up the flowage and it's all warmed up, after sitting from 10 minutes to an hour, I still have to use cold starting procedures to get going.
Is this typical with an older motor?

Pull the carb/s and check the float level...raise it a touch and betcha the problem goes away (just fixed a Johnson 5 1/2 with the same problem)
